Committee Reports:

 

·   Roads, Sidewalks, Streetlights, Mailboxes

 

            -Expansion Joints -  Funds from the Replacement Reserve will be used to repair the expansion joints in 2009.

 

            -Woody Wilmoth will check the condition of the newly painted wooden trellises.

           

 

·   SWM Ponds

 

            -Ponds 3 and 4A have been inspected by the County and have been approved for bond release.

 

            -Pond 4 has been inspected by the County and will be turned over to Falls Run for maintenance, but the bond will not be released until the work on three rivers is completed.  If the work on three rivers requires access through pond 4, then the County will hold Pulte accountable for any damage done to the pond.  Three rivers work has not been scheduled.

 

            -Bill Spring expressed concern that pond 4 was not draining adequately.  The FRCA Board has been asked to follow up on a proposed contract with a company that would periodically check the ponds and clear the drains of debris when necessary. 

           

                                                             

 

·   Grounds and Landscaping

 

            -Shenandoah will install the seasonal flowers on Tuesday, Oct. 14.  The Planting and Design Committee will meet with Larry Wiltshire at 9 am to discuss upgrades in the seasonal and shrub beds around the Center.  The tall grasses in the circle in front of the Center entrance and in the first island at the Middlebrook entrance will be removed and transplanted to other areas.

 

            -The FRCA Board has approved up to the 2008 budget amount of $5,000 for the replacement of damaged trees.

 

            -The FRCA Board has approved up to $7,000, the remainder of the $13,000 budgeted for  seasonal flowers, for replacing and enhancing the shrubs around the Center and at the entrances. 

 

            -Mary Owens reported that the waterfall committee has asked Virginia Water Gardens to submit a proposal for upgrading the shrubs around the waterfall. 

 

            -The FRCA has asked the property manager to see that the trees in the common area are pruned, possibly this fall.  The committee suggests that Kinetic, Goodfellers and others could do the job for less than Bartlett Tree Service.  There is $10,000 in the 2008 budget for tree trimming.

 

            -Chuck Heath expressed concern about the condition of the shrubs beds around the Center.  He will contact Guy Mussey from Virginia Cooperative Extension for advice on what and how improvements can be made, such as raising the beds in front the Center.     

 

 

 

·   Changes in Proposed Budget for 2009

 

            -Ann Graf represented P & G at the Oct. 6 meeting with the Board on the 2009 budget. 

P & G asked for $50,000 for Master Plan implementation.  To date, the Board has designated $25,000 for the Plan.  

           

            -The Board added $10,000 for erosion issues around community.

 

            -The Board designated $25,000 for the repair or replacement of the metal railings along the block walls.

 

            -Money for the repair of the sidewalk expansion joints will come from the Replacement Reserve.

 

            -Painting of the wooden trellises and street signs was completed in 2008.

 

            -The final budget approval will be at the end of October.
